if you have admin access to a repository, you can access the repository's runners configuration, and see a list of workspace runners below (only if you are also a workspace admin)
If you don't have workspace admin access, the message says there are no runners, but also displays an error saying it was not possible to retrieve the runners
This message appears regardless if there are workspace runners or not
Steps to Reproduce
Create a workspace Runner
Provide only repository admin access to an account
have that account navigate to the repository's runner page
Expected Results
There are two possible outcomes
If you have workspace admin access, you should see the workspace runners, or a message stating there are none
If you don't have workspace admin access, you should see a message stating you can't see the runners due to lack of privileges, regardless if there are any runners
Actual Results
The user sees the contradicting messages:
