Issue Summary
- if you have admin access to a repository, you can access the repository's runners configuration, and see a list of workspace runners below (only if you are also a workspace admin)
- If you don't have workspace admin access, the message says there are no runners, but also displays an error saying it was not possible to retrieve the runners
- This message appears regardless if there are workspace runners or not
Steps to Reproduce
- Create a workspace Runner
- Provide only repository admin access to an account
- have that account navigate to the repository's runner page
Expected Results
- There are two possible outcomes
- If you have workspace admin access, you should see the workspace runners, or a message stating there are none
- If you don't have workspace admin access, you should see a message stating you can't see the runners due to lack of privileges, regardless if there are any runners

Workaround
- Currently, there is no known workaround for this behavior. A workaround will be added here when available
