      The issue is reproducible with repository that have secured variables to be empty string `""`.

      Expected Results

      Expected result is to complete the build successfully.

      Actual Results

      Pipeline builds time out while the step status is at "Completing logs."

      Workaround

      The workaround is to remove and recreate the repository secured variables, which should fix this
