Allow users to consume bitbucket-pipelines.yml files from multiple repositories

As per the title, this feature request is to add the ability to have Pipelines use the same bitbucket-pipelines.yml file from other repositories, for multiple different repositories.
This would allow users to reuse code and not need to re-create the bitbucket-pipelines.yml file in multiple different places.
