Pipeline onboarding Wizard doesn't appear

Issue Summary

Pipeline onboarding Wizard doesn't appear when Click on Repository settings->PIPELINES->Settings and enable the Pipeline by toggling Enable Pipelines

Steps to Reproduce

1. Create a new repository
2. Click on Repository settings->PIPELINES->Settings
3. Toggle the button Enable Pipelines to enable the Pipeline
4. A screen appears to configure and commit a bitbucket-pipelines.yml file into the repository. Click on Configure bitbucket-pipelines.yml button

Expected Results

The Pipeline onboarding Wizard should appear to configure the Bitbucket Pipeline

Actual Results

When you click on the Configure bitbucket-pipelines.yml button, the pipeline onboarding Wizard does not appear, instead, you get the message: "Hooray! You've successfully set up Pipelines."

Workaround

You can follow one of the following workarounds:

1. Create bitbucket-peipelines.yml file manually and commit into the repository
   You can use the Validator to check the file.
