Bring back 'Approve' button for pull request authors

    Description

      Problem Definition

      The author of a pull request cannot approve the pull request. The 'Approve' button is not available

      • The user who created the pull request does not see the 'Approve' button and does not have the option to approve the pull request

      Suggested Solution

      Add the ability to self-approve a PR with the new pull request experience.

      Workaround

      Switch to the Old PR view to approve the PR
