Right now, IP allowlisting is only available for private repositories. This request is to be able to have a public repository, that only allows certain IP's to access it.

The use-case is to be able to have a repository that users in your organization can access, without having to have a Bitbucket account that is granted access to the repository like you would have to with a private repository.
