Merge on Completion of Build

Problem:

Its annoying to pass all of your merge checks except the completion of the successful build, and to have to wait for the build to complete before you can come back and merge your PR.

Solution: 

A new option that allows you Merge a PR upon successful completion of the build. This feature would not be available as an option if you have enforced merge checks enabled, and your merge checks are not all complete aside from the successful build.
