Per-environment control of deployment notifications

This is a feature request for BB Pipelines/Deployments.

At the moment, deployment notifications can only be configured for all repo, or per branch.

My team always deploys from master, so per-branch configuration is not very valuable. Also, we deploy continuously to non-production environments, so we have lots of deployments there. At the moment we face a dilemma:

• If we enable deployment notifications, then we are spammed due to our frequent deployments to non-production environments.
• If we do not enable deployment notifications, then we are not notified when a new release is deployed to production.

In order to allow teams to optimise the signal/noise ratio of their deployment notifications, could you please make them configurable per-environment?
