Pipelines Build Setup taking too long

But I didn't find any update on it. 

For me, I'd like to know why does it take so long time to set up, particularly for non-first step.

From my understanding, We have enough time to prepare the rest steps.

If extra 40s is required for each step, does it mean we should keep fewer steps?
