Allow PR authors with read-only access to the destination repo to Edit and Decline the PRs they open

      Problem Definition

      Assume a Bitbucket user that has the following type of access to 2 repos:

      • repo-1 / the user has read access
      • repo-1-fork (fork of repo-1) / the user has write access

      If this user opens a PR from repo-1-fork to repo-1, with the Old PR experience, it is possible for this user to Edit the PRs he is the author of and also Decline them.
      With the new PR experience, those options are removed.

      This is an issue for some users, because sometimes PR authors need to change the Title and the Description of the PRs they have opened themselves. They sometimes may also need to Decline a PR because it's no longer needed.

      Suggested Solution

      Allow PR authors to Edit and Decline the PRs they have opened, even if they have read-only access to the destination repo.
