Implement quiet period for Pipelines to prevent unnecessary builds

      This was raised previously in -Issue BCLOUD-14275 -but I’d like to suggest it again.

      Pipelines runs unnecessarily and wastes build minutes if there are multiple commits on the same branch in a short timeframe.

      It would be great to be able to configure a quiet period to wait to ensure there are no more commits before kicking off a build.

            We’re currently tracking this request on issue BCLOUD-16411 so I encourage you to vote for / watch that ticket if it’s something that you’re interested in seeing. However, given the low interest in the feature, it’s unlikely we’ll support it anytime soon.
