Feature opposite of Skip CI

Some customers only want to run Pipelines if a certain commit message was provided.

Currently, it's the opposite feature of [skip ci].

Feature request: It would be really helpful if we can have a feature like [run ci] that we can include in commit's message and build will only run with those commit's message.
