Webhook is sent twice on a merge commit when merged via PR from a forked repository

When merging a Pull Request from a Forked Repository via a Merge Commit, it will send two webhooks requests. If there is pipelines enabled, you will see two pipelines build triggered for the same commit simultaneously.
