Human understandable name for tar of artifacts

The Pipelines artifacts downloaded as a tar.gz files have confusing long file names.

Please use shorter and
simpler names, something like "artifact04.1 2018-10-25 ProjectName.tar.gz".
"04" is the build number and ".1" is the first artifact in the list.
