Public issue tracker allows issue to be created (but not saved) without login

Scenario:

1. Public issue tracking enabled
2. Anonymous users issues disabled

Reproduce:

1. Navigate to list of current issues
2. Click "Create Issue" (top right)
   NB: You are reminded to login but this is not mandatory
3. Enter issue details
4. Click "Create Issue"
5. Error displayed

Suggestion:

When anonymous issues are disabled you should require login before the initial "Create Issue" button is available.
