Bitbucket pipelines randomly fail when attempting to connect over TLS

We have numerous pipelines setup and they all randomly fail when attempting to connect to resources over TLS. The failure rate is usually low but recently we are seeing the same pipelines fail repeatedly over the course of 20 mins completely blocking our ability to deploy.

More than likely you have XX number of VM's in your infrastructure that our docker containers randomly land on that have out-of-date packages or don't have apt-transport-https installed or some other TLS related issue.
