Repo size warning is showing up on a Public Issues page for a Private repo (BBCDEV-7057)

Disable the Repo size warning when a non-repo owner or user is looking at the Public issues page associated with that repo

Example:

• create a Private Repo
• Make issues page - public
• make a large commit to the remote Private repo, make a push to the remote to push the repo size over 1 GB
• ask a non-bitbucket account holder access the Public Issues page for that repo
• that person will see a size warning even though they do not have access to the repo or even hold a BB account
