On IE11, accessing the Pipelines page on a repo will come up with the error 'You need to be an administrator of this repository to set up Pipelines.' although the user has admin access to the repo

When a user tries accessing \ Pipelines page on a repo, they will shown the error 'You need to be an administrator of this repository to set up Pipelines.' although the user has admin access to the repository.

This issue seems to only occur on Internet Explorer 11.

Workaround: Use a different browser to access Pipelines
