Allow builds to be deleted from history

It would be useful to be able to delete builds from the build history.

An example of when this may be useful and appropriate is when build pipelines for a repository are first getting configured. Often the first couple of attempted builds fail due to pipeline configuration errors as items such as environment variables, permissions, etc. are being addressed. It would be useful to delete these builds that show as failures
