Build status for pull requests submitted from forks

      The new build status API is great! Thanks so much!

      We have a some jenkins machines that build in response to each pull request, including pull requests from forks. I think the current build status API will only allow the build status to be posted if we have write access to the fork that submitted the PR. It would be great if those permissions were not required.

      Some folks made comments about this type of feature in BCLOUD-8548, so I'm going to cc them here. Apologies if you're not interested:
