CSS: Change workflow modal (dialog) overlaps user lookup dropdown (BB-14172)

When adding a comment for changing the workflow of a issue and referencing a user, the user list dropdown is displayed behind the workflow change modal.

It's a z-index problem, and raising it to >= 3004 from 3000 fixed the issue.
