Side-By-Side (file diff) View, Open in New Tab (BB-11609)

The Side by Side File Diff view is great. But it only lets me see it as a "dialog" in the same window as the commit/branch diff. It should let me open it in a new tab.

If you try to open it in a new tab it doesn't work! The new tab is the same page but without the dialog. The new tab should have that "Side-By-Side" dialog open. Or be a Side-By-Side page rather than a dialog of another page.
