Incorrect Issue Time w/ Daylight Savings

I live in Australia, we run on AEST which has daylight savings time.

An issue was created by a developer on our repository on 05/10/14 at 00:24.

The Issue tracker then proceeded to state the issue was created (and updated) 'an hour ago' on 04/10/14 at 11:24.

This is obviously incorrect, the issue tracker seems to think that daylight savings started on 05/10/14 at 00:00 as opposed to it actually starting on 05/10/14 at 02:00.
