Fork ownership is not working

If I (or any other LindenLab user) attempt to fork lindenlab/viewer-release, the owner pulldown is not populated correctly (it is in fact blank). It should contain the user account, the 'lindenlab' team account, and the 'lindenlabinternal' team account because all of our users are members of groups granted access to create repos in those team accounts.
