AWS does not correctly report spot instance requests state if they expire

When the Spot Request expires, AWS sometimes reports it as cancelled, although an instance has been launched. According to the documentation, it should be either "Closed" or "Active".
We need a workaround for that, such instances will be dropped and will not connect to Bamboo.
