Bamboo admin screens do not require resources with context 'atl.admin'

All product admin screens are supposed to automatically require any resource with context "atl.admin". From what I tell in the Bamboo source, this feature is missing, even though it should be supported as of PLUG 2.5.

This is blocking a UPM feature from working in Bamboo.
