It would be more convenient for Atlassian plugin developers if the Plugin SDK were installed by default on Elastic Instances. There are a few JARs that we are able to distribute with the SDK but are not permitted to distribute individually via our public Maven repo, so as things stand now, many plugins created via the plugin SDK cannot be built by a standard Maven 2 builder on an out-of-the-box Elastic Agent.
