Unable to upload files in plugins using the REST module

We're running into an issue in the UPM that prevents us from uploading plugin jars. I spent some time tracking down the issue and it is caused by the webwork-cleanup filter being run before the REST plugin has a chance to handle the request. The webwork-cleanup filter is reading and parsing the request entity, making it unavailable to read and parse it in the REST plugin. The only way I can think to fix this is to only apply the webwork-cleanup filter to paths that have the sitemesh filter applied.
