Prevent Jira Bamboo Plugin from adding gadgets to browser if they dont exist

We were relying on the gadget browser to filter out gadgets that dont exist (e.g server is not the right version yet). But this is proving problematic and slowing everything down.

So we should do our own check when we add the gadgets instead.
