Cannot install Bamboo 2.3 without internet connection

      download bamboo 23
      disconnect internet
      install

      Problem occurs when Spring attempts to resolve http://activemq.apache.org/schema/core/activemq-core-5.2.0.xsd and it is unavailable.

org.xml.sax.SAXParseException: schema_reference.4: Failed to read schema document 'http://activemq.apache.org/schema/core/activemq-core-5.2.0.xsd', because 1) could not find the document; 2) the document could not be read; 3) the root element of the document is not <xsd:schema>.

      Similar issue to https://issues.apache.org/activemq/browse/AMQ-1638

      It'd be great to be able to patch it.
