Link from EB configuration to Agents configuration when Remote Agents are disabled uses Base URL, rather than relative URL

The link indicated in the attachment uses the Base URL, rather than being relative to the current URL, which may have a different host address.

Because of this, clicking on it initially redirects the user to the login screen.
