Plan list collapse/expand is not persisted on tomcat version > 5.5.25

expanding and collapsing projects in the dashboard is persisted in cookies.

bamboo branch

After refresh for tomcat versions > 5.5.25 the cookie value is not detected by bamboo (BambooActionSupport.java) and all projects are expanded all the time.

bamboo trunk

Trunk does not work either - it's rather unpredictable how the dashboard looks like after refresh independent of the user's choices
also the expand/collapse icon are not displayed correctly and the text is formatted/placed incorrectly.
