The Bamboo Upgrade Guide at http://confluence.atlassian.com/display/BAMBOO/Bamboo+Upgrade+Guide calls for reconfiguring external user repositories (if applicable) as Step 8, after starting Bamboo in Step 5. This seems odd, since in order for the new atlassian-user.xml file to take effect, you have to stop, then start Bamboo again. Is there a reason why the atlassian-user.xml file can't be copied into the new Bamboo installation as part of the re-install?
