• In the admin section somewhere...
• Screen similar to notifications/artifacts table of existing rules, with a form below it to add rules
• Edit and Delete existing rules
• No validation required.
• New database table required to store the rules
• New class required to represent the rules.

No need to propagate these rules to anywhere on creation, but when creating agents these need to be retrievable to hand over to the agent.
