Locks on svn:externals repository should be detected and cleaned

    Description

      Our currnent implementation relied on SVNKit throwning an exception when a repository is locked

      However, it turns out that - SVNKit doesn't throw exception when one of external locations is locked, instead it skips it and proceeds with the next external.
