Remote Agent detects previously deleted capabilities after restart

To reproduce:

• Configure a remote agent - auto-detects all JDKs and Ants present on the server
• Delete the JDKs/Ants you don't want
• Add a new JDK/Ant
• Stop and restart remote agent
  Expected Outcome:
  Remote agent has the same capabilities when it starts back up again as it did before it was shut down
  Actual Outcome:
  Remote agent has the JDKs/Ants that were added, but also re-detects all the JDKs/Ants that were previously deleted

It would be nice to not have to re-configure all my remote agents' capabilities everytime they get restarted for whatever reason.
