sort dropdowns and entered text

I find this in the "notifications" tab.

1) The dropdown for "notification Condition" is in a different order when you go to the tab than when you edit on of the notifications that are already created.

2) The table with the list of notifications seems to have a "random" order as well. I'll have two plans with the same list of notifiers and they will be in a different order.

This lack of order for both just makes it harder to quickly scan the lists and use them.
