Problem: When trying to deploy Bamboo agents into AWS US Gov-Cloud the AWS Gov-Cloud Import tool requires any S3 buckets that need to be imported such as s3://bamboo-agent-release-us-e1 to be attached to an EC2 instance in a commercial region that is accessible by US Gov-Cloud in order to be imported. In some cases the user's security requirements prevents them from having any resources in commercial AWS regions.

Goal: To have the resources necessary for agent deployment accessible from within the US Gov-Cloud region so that agents can be deployed without having to spin up resources in commercial AWS regions.
