Add an option to accept body for changeDetection endpoint

Problem Definition

Bamboo's changeDetection endpoint does not accept payload data, so any webhook payload is stripped and can't be used in a build triggered by that endpoint.

Suggested Solution

Add the ability to send over additional information to the changeDetection endpoint in order to build with additional information.

Workaround

There is no guaranteed workaround at this time. One option for data validations would be to use git hooks to extract and test data.
