Feature to tweak memory limit for the broker

      Summary

      Presently the memory limit for the broker in the ActiveMQ framework can not be modified. So at runtime alloc may cause the Log "Memory Usage for the Broker (1024mb) is more than the maximum available for the JVM"

      Suggestion

      Add a feature or parameter that can be passed to JVM for the memory limit for the broker
