As an administrator I want Bamboo to have a time limit for REST API calls

      Problem Statement:

      Currently it's possible to trigger actions using the REST API that cause a long-running thread to be started. Additionally a thread started via a REST API call may get stuck entirely and hog the database or other resources, leading to performance problems or complete unavailability of the application. In such a case a restart of Bamboo is the only remedy.

      Proposed Solution:
      Bamboo should provide a way to kill individual threads or have time limits on threads spawned by REST API calls to prevent REST API calls from causing situations that cause a performance issue or outage in Bamboo.
