UTF-32 character in XML can cause issues

      Using 5.8.1 - edit a build plan's job, going to Environment Variables field, and pasting in a UTF-32 character, such as COMBINING ACUTE ACCENT (U+0301). While the update will be saved to the DB, re-reading the value seems problematic.
