After successful stage trigger may not trigger deployment

      Stage listener may skip triggering deployment environment randomly.
      The reason is in code which decide if deployment should be triggered. It checks status of chain and triggers deployment only if chain state is "InProgress" which works only if listener was triggered before chain complete
