Add PowerShell as a standard executable capability

PowerShell should be a standard executable capability. I've had to add it in a bunch of different places. Please add it to the Type list when choosing "Executable" from the "Capability type" menu. It should be a capability that shows up automatically on all servers/agents, just like MSBuild/JDK/etc.
