Artifact names are not URL encoded

    Description

      An artifact name can be arbitrary characters. If the artifact name includes a plus symbol +, for example, that will be interpreted as a space when the URL is looked up.

      It makes downloading some artifacts impossible unless you manually enter the correct URL encoded parameter in the address bar yourself.
