Show agent dedication details on job requirements page

Problem Definition

Currently, if:

• a job/plan/project is dedicated to a particular agent/image config, and
• that job has requirements that the dedicated agent/image config does not match

then a warning will be shown, but it will not point to (what may well be) the true problem: that the job/plan/project is dedicated to a particular agent/image config that does not match the requirements.

Also, if there are agents online where the capabilities match but they're dedicated to a different plan – it could be clearer that the reason no agents can build it is due to existing dediations

Suggested Solution

The warning should advise about the dedication and provide links to:

• the page that allows the user to configure the dedication, and
• the page to view the capabilities of the dedicated agent/image config.

An additional warning present when there are agents online where the capabilities match, however they are dedicated to other plans / projects
