Select the cheapest spot-price VPC availability zone

      We're using c3.2xlarge spot instances, which have been enduring extreme price spikes. Amazon's "On Demand" price for c3.2xlarge instances is $0.42/hour, but people have been bidding up to $4/hour, killing our instances and ruining our throughput.

      Typically these price spikes affect just one or two availability zones at a time; our images are configured to use multiple availability zones (by using multiple VPC subnets).

      It would be a huge help if Bamboo would launch our spot instances in the cheapest availability zone.
