Build should fail if JUnit Parser encounters errors parsing the test results

When JUnit parser finds the tests.xml but is unable to parse the results, the task is still successful and so is the build but test results weren't checked.

The task log displays: "Failed to parse test result file ..."

A test could be failing but since no results are parsed, the true correctness of the test results cannot be guaranteed. The build should be marked as failed and a message should be displayed to correct the situation (as suggested in BAM-15321)
