When automatic branch detection is disabled the automatic branch cleanup job doesn't run

Though there aren't many use cases where a user will just manually create branches instead of having Bamboo manage it automatically they should still be able to utilize the automatic cleanup function.

Workarounds:

• Upgrade to 5.9 where it is fixed
• If upgrading to 5.9 is not possible, enable branch creation and set a regex that will not match any branches. E.g. dummyRegexToMatchNothing
